I tried doing this, but it's way too complex for me. I can't make it work 
I just want to zoom in on Anne's character map when it is mounted...I looked up youtube videos, and I can't even get to the point where I can load a character because I don't have the right kind of files to work with.

What problem have you?
Once you have downloaded the software, you have to extract it somewhere, for example on your desktop. When you open xps folder you see a folder called DATA, you have to extract the models inside this folder.. then launch xps, go to file ---> add model and choose the one you want.. to zoom scroll the wheel of your mouse.. to turn click with left button and move around...
You can show me a pic of your problem, if you need...

Do you need a specific version of Blender or will any version work? . -

in order to use blender tools you need blender 2.49 and python 2.6.2.. or if you want you can use the new blender version, make your work, save it as Blend. file, open it in the old blender and export it in mesh.ascii. . -

I am still messing around with those PS2 Models, as we all a few PSX projects x)
Theres a couple web based DX games i am messing around with DXRipper with too =D
